"We're certifying our mileage of roads to the Michigan Department of Transportation," said County Highway Engineer Bill Meinz. "We're paid money to maintain those roads through Public Act 51. The money comes through MDOT after Lansing uses a convoluted formula. A portion goes to MDOT for the state highways. The Secretary of State gets some and we get what's left over." The road office is allotted about one penny per mile for each car from the gas tax revenue. "It's based on the amount of miles we report," said Meinz. "We make additions and deletions as we find them. Additions to the local road system are usually made when we accept a subdivision road." The .26 miles of Peter's Path were just accepted into the county local road system. But 1.55 miles of Byers Road and .36 miles of Millville Road were deleted. "Byers Road is a seasonal road that goes through the State Game Area," said Meinz. "It doesn't service the residents in Mayfield Township. We asked to decertify it and will receive no money to maintain it. But the public right of way is still there. Millville Road was an adjustment to the map." Peppermill Road from the City of Lapeer to Morris Road was switched from the local road system to the country primary road system. "It carries 8,000 cars a day and is a direct link or a bypass of Lapeer," said Meinz. "It's a convenient commuter road and people use it as a route to reach southern Lapeer." The road commission is responsible for capital improvements on primary roads, but the townships must foot that bill on local roads. There are 1,308 certified miles of road in the county this year. Included are about 298 miles paved primary roads, 62 miles gravel primary roads, 179 miles paved local roads and 770 miles local gravel roads.
