North Branch council plans for '08 road projects



Planning for a 2008 street project has already begun in the village of North Branch.

The resurfacing of Banker Street will be continued, along with Jefferson Street.

Bids for creating plans for the project were gathered by the village, and reviewed by the village council at its Jan. 3 meeting.

Pains were taken to ensure the items included in each of the bids were as comparable as possible.

"All these prices are for is basically to draw design prints," said Department of Public Works Supervisor Ron Seaman.

Village Council and the DPW hope the Downtown Development Authority will help out with costs for the project as well.

"What you're looking for is the DDA to pick up a debt of $5,500?" Village Council President Kelly Martin asked Seaman.

"Yes," Seaman replied.

Martin instructed village council members, "I wouldn't be offended if you made it contingent on the DDA's contribution," when it came to voting to accept a bid.

The bids obtained were from the Wilcox Company for $21,000, Davis Land Surveying for $19,300, Rowe Engineering for $24,100, and Spicer for $19,000.

"All four are top-quality companies," Martin said.

A motion was made by Council Member Ed Ball to accept the low bid from Spicer with a contingency on the DDA's contribution.

"We have a firm located in Lapeer County that's only $300 more," pointed out Council Member Mike Arnholt.

The point was discussed by council members, along with the fact that Spicer's closest office is in Caro.

"My preference would be to go with someone in Lapeer County," Arnholt told council.

"Nothing against Davis; Spicer definitely has a lot more experience," Seaman said.

Village council voted to accept Spicer's bid for $19,000 contingent on the DDA's contribution.

The issue will be before the DDA at its next meeting on Jan. 17.

In other business, Village Clerk Betty Kennedy presented budget amendments to village council at its Jan. 3 meeting. Kennedy had examined the budget through November 2007 and found it to be $770 under for the year.

The full budget and any amendments will be presented at the February village council meeting.
